Đây là giải pháp cụ thể thực hiện nhiệm vụ mà Đảng giao cho tổ chức Đoàn để đảm bảo quá trình phát triển liên tục từ lứa tuổi thiếu nhi cho đến khi trưởng thành theo mục đích lý tưởng của Đảng. Công tác chăm lo cho thiếu nhi cũng chính là công tác chuẩn bị nguồn phát triển của tổ chức Đoàn.<span style="color: black;"> Vì vậy đã có rất nhiều Đoàn viên Thanh niên tham gia loại hình Chi Đoàn này. </span></span></p>
